NEC requires a floating neutral bus in a subpanel, but I have a downline metal junction box condition that appears to defeat this requirement. Please see illustration. My house built in the 1960's had NM cable with the reduced size EGC. The terminations were rather strange. The EGC's were threaded through a hole in the back of the box, twisted together and a fork stakon was crimped on. The stakon was terminated on one of the screws on the outside of the box. But the ground does not need to be dedicated, you can just wrap it around the ground screw in the box then attach it to the ground screw on the outlet. HOWEVER if Circuit 2 is a MWBC and the breaker is now live you just lifted the neutral and created a 240v series circuit. Also the neutral wire lifted weather its a MWBC or not may have 120v on the neutral wire. EDIT: As far as pigtails go. It could be fine if they are going to the same breaker or on a different phase of a MWBC. The old wiring didn't have the ground wire so the outlets didn't have provisions for the ground prong - just hot and neutral and since there was no ground conductor in the wiring, the metal boxes at that time wouldn't have a provision to connect the ground wire to them.
